Wynwood BID Recertified For An Additional 10 Years

Property owners in the decade old Wynwood BID recently voted resoundingly to approve its continuation for a second 10 years, through 2033.

The largest one-of-its-kind in Florida, the BID covers a 50-city-block neighborhood that has experienced an exciting transformation, taking it from an abandoned industrial zone to a bustling arts and nightlife destination.

More recently, Wynwood has become a desirable location for new office and residential developments, and now, major new hotels from the world-renowned Arlo brand and the soon-to-be-launched Moxy by Marriott. The approximately 400-plus property owners within the Wynwood BID’s boundaries signed affidavits supporting its renewal, with about 60 percent voting in favor. The final step was when the City of Miami Commission and Mayor Francis Suarez officially voted to approve the continuation of the BID at their Oct. 26 meeting.

“This recertification is a victory for our neighborhood, our residents, our businesses and our visitors,” said Manny Gonzalez, long-time executive director of the Wynwood Business Improvement District. “Our goal is to have another successful decade of embracing change like urban planning and landscape design while also working to maintain Wynwood’s place as an appealing cultural destination and creative center.”

During the past decade, Wynwood has experienced an exponential increase in visitors, with the number rising from 240,000 in 2013 to a staggering 15 million annually in 2023. Today, Wynwood supports 5,000 new jobs and generates more than 20 percent of the City of Miami’s parking transactions.

In partnership with the City of Miami Planning Department and Plusurbia, the Wynwood BID developed Miami’s first Neighborhood Revitalization District (NRD) plan to maintain the neighborhood’s distinctive street art and industrial feel, while encouraging a 24-hour community for live, work and play lifestyles. The BID has accomplished significant successes through its partnership with the City of Miami Police Department, resulting in a 60 percent reduction in crime. Additionally, the BID has made a substantial contribution of $3.5 million towards Wynwood Works, a program aimed at developing 5,000 micro units of affordable housing, and invested $1 million towards office development in the area.

The BID has also created a Clean Team to remove trash and debris daily to maintain a clean and attractive neighborhood. These notable achievements have garnered national recognition for the BID in the past decade, with awards such as being one of the greatest neighborhoods in America and being recognized for its Economic Development Planning by the American Planning Association (APA)

In the arts, Wynwood continues to thrive and be the home of the iconic Wynwood Walls, Museum of Graffiti, Margulies Collection, Mana Wynwood, Gary Nader Art Centre, recently opened Paradox Museum, and many more.

The neighborhood remains a center for over 3,000 units of unique retail, restaurant and nightlife businesses, including Zak the Baker, Oasis Wynwood, 1-800-Lucky, Gramps and UNKNWN. Annual special events such as Miami Art Week, Miami Music Week and Wynwood Pride fill the community with pedestrian traffic and excitement.

Wynwood Seeks New Life For Its Economic Growth Engine

The Wynwood Business Improvement District (BID) is on the road to a 10-year renewal to continue building upon the neighborhood’s economic success as a globally recognized center for arts, innovation and culture.

On June 8, the Miami City Commission unanimously approved renewal of the BID’s special assessment district. As part of the resolution, the city allocated $1.7 million for the BID’s 2023-2024 budget to fuel projects like streetscape beautification, clean team initiatives, transportation and improved signage.

After receiving the commission’s authorization last week, the BID now will start to collect affidavits of support from business property owners to be included within the boundaries. Approval from more than 50% of affected property owners is needed to re-establish the BID.

The deadline to collect and file affidavits is Aug. 18. The commission is to meet Sept. 14 to accept results of the affidavit process, upon which 30 days’ notice will be issued for people to testify Oct. 26.

Pending approval by a majority of business owners within the area, the BID is set to officially be renewed for another 10 years on Nov. 6.

The Wynwood BID was established in 2013 to strengthen the neighborhood and solidify it as an international hub for creativity and culture with clean and safe streets. The BID now represents more than 400 property owners over 50 city blocks within the Wynwood Arts District. It works to enhance security and sanitation services, encourage artistic programming and advocate for the area’s betterment and future success.

“We have managed to converge art, fashion and technology to create a neighborhood that has enabled locals, owners, artists and community members to work together to reinvigorate the district from its former manufacturing decline,” said Manny Gonzalez, executive director of the BID, in a May 24 letter to stakeholders asking for their support.

The Wynwood BID has enabled the neighborhood to become one of the most successful and self-sufficient in Miami. Property owners and businesses have transformed Wynwood into a viable pedestrian-friendly café and art district, boosting the local economy.

Property values have increased exponentially as well as tourism, skyrocketing 2400% from only 600,000 annual visitors in 2013 to over 15 million in 2023.

As a result, Wynwood has become a top contributor of taxes to the city, county and school boards. In 2022, the area grossed $21,663,756 in total annual assessments compared to only $741,606 in 2013 before the BID was formed.

Some of the organization’s most notable accomplishments in its first decade include over 400 new businesses opened in the district, $3.5 million donated towards affordable housing totaling 120 units, more than 5,000 micro units built to assist with the youth and young adult housing crisis, the donation and installation of one-fifth of all of the City of Miami’s security cameras since 2018 and a clean team that operates 365 days a year to keep streets debris-free.

The district has also been at the forefront of working with city officials to incubate ideas into action. Such initiatives include the creation of the city’s first neighborhood revitalization district, co-living legislation and the Wynwood Streetscape Master Plan.

Looking forward 10 years, the district’s priorities include installation of a Wynwood/Mid Town commuter rail station, neighborhood and highway wayfinding signage, streamlining connectivity by re-opening local Overtown/Wynwood I-95 exits, streetscape master plan improvements and upgrades to Roberto Clemente Park.

The resolution approved June 8 also allocated $1,705,752 for the BID’s 2023-2024 operational budget. The monies will fund administrative staffing, which the BID wishes to increase to four office workers and one more clean team member. The clean team now has seven members, working about 200 hours a week across the district’s 47 blocks.

Expenditures also include office rent, supplies and utilities, security cameras, marketing and advertisement and streetscape enhancements.

Recertification Voting Continues For Miami’s Wynwood Business Improvement District

After approval by the City of Miami Commission, starting Apr. 14, the Wynwood Business Improvement District (BID) has been up for a recertification vote by all property owners within its boundaries.

The Wynwood BID, which began in July 2013, is the largest one of its kind in Florida, covering a 50-city-block neighborhood that has experienced an exciting transformation, taking it from an abandoned industrial zone to a bustling arts and nightlife destination.

More recently, Wynwood has become a desirable location for new office and residential developments, and now, major new hotels from the world-renowned Arlo brand and the soon-to-be-launched Moxy by Marriot.

For three weeks, all 400-plus property owners within the BID’s boundaries have been asked to sign affidavits supporting its renewal, which the BID will then collect and count. To proceed with the recertification process, more than 50 percent of the votes, plus one, must be in favor. Once the three-week voting period has concluded, all affidavits will be forwarded to the City of Miami Commission and Mayor Francis Suarez for review and final approval.

“We are excited to collect votes from our area property owners to recertify the BID,” said Manny Gonzalez, long-time executive director of the Wynwood Business Improvement District. “The district has entered a new phase, with the ongoing expansion of residential and office capacity that did not exist previously. Four Projects Coming Soon To Wynwood

The evolution of the Wynwood Arts District in Miami continues with new condos, hotels, office, and retail buildings replacing the old graffiti-decorated warehouses that once served as artist workshops, galleries, and factories.

According to the Wynwood Business Improvement District, four projects are slated to break ground near North Miami Avenue within the next few years.

In late 2023, Rilea Group, a real estate development company based in Brickell, intends to start building The Mohawk Wynwood, a 12-story mixed-use building with 225 apartments, 22,000 square feet of ground floor retail, and 3,500 square feet of offices. The project includes a roof top pool deck, a dog park, a two-level gym, and a residents’ lounge.

The Mohawk Wynwood will be built on a 1.5-acre site at 56 N.E. 29th St. that the Rilea Group bought from Lombardi Properties for $22 million in June 2021. It is planned to be completed by late 2024 or early 2025, the Wynwood BID stated.

Another project by the Rilea Group, The Rider Wynwood will be a 12-story, 131-unit building with 6,000 square feet of retail, a rooftop deck pool, a dog park, a resident’s lounge, and a state-of-the-art gym.

According to the Wynwood BID, the project, which may be used as a short-term rental property, is expected to break ground in late 2023. It will be built on a 1.5-acre property at 94 N.E. 29th St. that the Rilea Group acquired for $12.21 million in October 2021.

L&L Holding and Oak Row Equities, a pair of real estate development firms with roots in New York, intend to build about 266,000 square feet of offices, 509 apartment units, about 26,000 square feet of retail, and a 25,000-square-foot outdoor public plaza at 95 N.W. 29th St.

L&L and Oak Row Equities (formerly known as Carpe Real Estate Partners) invested $53 million assembling the 2.85-acre site where Wynwood Plaza will be built.

The Related Group in Miami has teamed up with hotelier Sydell Group and New York-based TriStar Capital to build NoMad Residences at 280 N.W. 27th St. The project will include 329 short-term rental condos, 18,452 square feet of commercial and about 200 parking spaces.

The Related Group, TriStar Capital, and Lndmrk Development paid $26.5 million for the 1.25-acre site where NoMad will be built in September 2021. The project is expected to break ground early next year and projected to be finished in 2024.

Wynwood Streetscape Plan Under City’s Microscope

The Wynwood Streetscape Master Plan project is currently under a call cost evaluation by the City of Miami.

The streetscape plan was initiated in 2018 by the Wynwood Business Improvement District, which has partnered with the City of Miami, Miami-Dade County and the neighborhood’s private-public property owners.

“This is a very ambitious project,” said Manny Gonzalez, the BID’s executive director. “What we’re doing is with the city’s property valuations, we want to come up with a total data number that could be shared or that could be evaluated by the organization and by the property owners to see if that would be a way that we could contribute into the project with other sources of funding.”

The streetscape plan’s main aspects are to strengthen a sense of place, neighborhood identity through new green space and artsy aesthetics and improve the public landscaping experience.

The project would also build the community’s resilience to the impacts of climate change by promoting green infrastructure to mitigate urban stormwater runoff and encourage actions that reduce greenhouse gas emissions and improve the pedestrian experience with appropriate street furniture and lighting.

The BID is requesting new projects that are being constructed to follow the master planning guidelines that are going to be applied, he said.

“We could already have some aspects of the master planning in place, which will save us money in the end,” Mr. Gonzalez added. “When the projects come up, they’re doing their designs according to the master planning that we’re waiting for.”

The other aspect of the streetscape is the Woonerf, which is going to be the centerpiece of the master planning project.

The first-ever Woonerf would share the street with bicycles, pedestrians and automobiles, and would be designed to slow traffic and safely share roads, create new crosswalks and widen sidewalks. The lively street concept is projected to be on 29th Street and Northwest First Avenue, and 29th Street and Northwest Third Avenue, running from 29th to 25th streets.

“Property owners have already agreed to put money into it because we understand that nothing happens without public-private partnerships,” Mr. Gonzalez said. “We want to make sure our property owners are seeing the way that they’re helping us out by doing this work.”

Wynwood Is Getting An Eco-Friendly Hotel At The Site Of The Art By God Store

Art by God, the museum store specializing in furnishings and jewelry made from natural artifacts, is proceeding with negotiations for the sale of its Wynwood location. Fittingly, the site is set to become an earth-friendly hotel.

The 21,155 square-foot store, located at 60 NE 27th St., is part of a four-parcel assemblage totaling more than 56,000 square feet and currently priced at $15.6 million. The acquisition includes three other lots at 26 NE 27 St., 25 NE 26 St. and 61 NE 26 St.

The buyer is the Miami-based Lucky Shepherd, a multi-company firm founded in 2016 that specializes in holistic wellness in technology, real estate and design.

The new owners plan to raze the existing property and build a 150-key eco-friendly lodging, with 48 residential units, a farm-to-table restaurant, a speakeasy and a rooftop pool and bar. Touzet Studio is the architect on the project. Gensler will handle the interior design. Construction is expected to begin in late 2021 and last 24-30 months.

Gene Harris, who founded Art By God Inc. in 1982, paid $350,000 for the 1.29 acre assemblage in 1997. He opened the Wynwood store on the property in 2014. The Harris family is still deciding whether to open a store at another location or go entirely online.

Andy Charry of Metro 1 (formerly of APEX Capital Realty), represented the seller. Arden Karson, managing principal of Karson & Co., together with Mika Mattingly and Cecilia Estevez with Colliers International Florida’s Urban Core Division, represented the buyer.

“Just like 2020, this transaction has been very challenging,” Charry said. “I’m grateful to everyone who is helping to push this deal to the finish line. The buyers are getting a phenomenal site.”

A COVID DELAY

The property, which was sold off-market, has been under contract since November 2019.

The hospitality industry has been banking on Wynwood as a lucrative hotel location to capitalize on its flood of annual visitors (more than four million in 2019, according to the Wynwood Business Improvement District).

The San Francisco-based Sonder is currently developing a 72-room hotel at 111 NE 26th St., just one block from the Wynwood Walls. The international firm Quadrum Global is developing a nine-story, 217-room hotel at a three-parcel assemblage it bought for $8.5 million at 2217 NW Miami Court.

The New York-based Domio leased an entire 175-unit building developed by The Related Group and Block Capital Group, originally intended as apartments, and is operating it as a hotel at 51 NW 26th St.

A Wynwood Tri-Rail Station? Brightline’s Aventura Station Gives Idea A Second Wind

After Miami-Dade’s decision to build a new Brightline express train station in Aventura, Wynwood business owners and some local transit officials have begun circulating a new proposal for a long-discussed Tri-Rail station in the fast-blooming neighborhood.

Members of the Wynwood Business Improvement District, led by local property owner Bill Rammos, say the station would relieve increasing traffic congestion and offer an additional transit option as the once blighted area continues to morph into a shopping and tourist magnet.

“In the last five years, the 27th Street artery between Wynwood and Edgewater has become a major artery, especially for micromobility, like scooters and bikes,” Rammos said. “And not just for local residents that work here, but also for a lot of tourists.

“So It’s now becoming clearer to me that it would be a great location for a train station.”

A new set of drawings commissioned by Rammos would see the trains landing on Florida East Coast-owned tracks at a station between Northwest 25th and 27th streets. Rammos is among the largest property owners along that site.

Currently, public transit options to Wynwood are limited to buses and trolleys. Parking on a Saturday night costs as much as $4.73 an hour.

Some Wynwood BID members and other civic leaders argue the county’s decision to finance the Aventura Brightline station for $76 million raises the question of whether the county would join any effort to expand Tri-Rail services along Coastal Link.

A station in Wynwood, Midtown, Edgewater or the Design District has been proposed for years. It received a new push last year as a “demonstration station” project for the area was floated. However, that idea has been delayed.

At a Miami Transportation Planning Organization meeting last week, officials said they’d be willing to forego the demonstration project entirely in favor of a permanent station.

The proposal remains preliminary, said Steven Abrams, director of the South Florida Regional Transportation Authority, the organization that runs Tri-Rail. Abrams said a funding scheme has been proposed; the sources, which include the Florida Department of Transportation, Miami-Dade County, the city of Miami, and the Miami Parking Authority — are still meeting to come up with a final plan of action.

Alice Bravo, Miami-Dade County’s transit director, said Tri-Rail must nail down further details about the station.

“Tri-Rail has the lead on this,” she said in a phone interview.

And it would be Florida East Coast Railway — the Brightline sister company that operates the freight tracks along which Tri-Rail would run — that would have final say over the project. The deal between Virgin and Tri-Rail that will eventually get the latter into MiamiCentral also allows for another station somewhere between 71st Street and downtown, on two conditions: that the other station not obstruct Virgin trains and that Tri-Rail pays for any improvements needed to minimize obstruction.

An FEC representative could not immediately be reached by phone.

Rammos’ Wynwood allies include Carlos Rosso of Related Group, which recently completed the Wywnood 25 luxury apartment complex, and has another development, Wynwood 26, nearing completion.

“All the pedestrian traffic is coming to Wynwood,” Rosso said. “So it makes more sense.”

They also include Gary Nader, an art dealer who owns a gallery near the proposed station.

“It would be a lot of acres around that area,” he said. “We need to work together to do a nice project. It’s going to be very interesting.”
